What is this Cloth Tag Stapled on the Back of my Oriental Rug?

It's not uncommon for a new or old rug to have few if any forms of ID affixed to the reverse side. However, on select older rugs, there are instances where a very loose form of ID is available: a small cloth about 1.5" x 2" stapled close to one corner of the reverse side of the carpet. It often has two letters in caps, followed by a sequence of numbers (often 4). What is this cloth? What are these numbers? We explore it in this article.
